Conducting Scope Review

The project commenced with an Inception phase that informed project partners on the scope and objectives of the project, and more specifically ensured that an open and transparent process was established, to refine and finalise the modalities and mechanisms for implementation as well identified, engaged and mobilized the project team and key stakeholders and actors.


Set an Institutional Framework

The project implementation structure consists of:
  • Joint Steering Committee (JSC):

  • National Technical Coordination Committees (NTCC),

  • The Project Implementation Unit ,

  • The project is being implemented by UNEP's Regional Office for AFrica (ROA) in close coordination with the Division of Technology, Industry and Economics (DTIE), and in collaboration with UNOPScomponents.

    Defining Priority Areas

    Inventory of existing policies and instruments and mapping of gaps, including reviews of related eco-entrepreneurship, eco-innovation, SCP and green economy policies focusing on:
  • Specific sectors targeted/selected in each country,

  • Identification of capacity building needs,

  • Opportunities, bottlenecks and constraints created by existing policies

  • Review of best practices in other regions

  • Assessment of potential and needs for replication in Africa.

    Assessments of business environment

    Assessment of the business environment for the particular sectors of focus and identification of capacity building needs, in particular of the existing Business Development Providers, including:
  • Establishment of current baselines on economic performances,

  • Resource efficiency, environmental impacts and

  • Social returns of each sector in each country

    Country Implementation reports produced

    Development of national implementation plans for:
  • Support the development of eco entrepreneurship,

  • Development of eco-innovation

  • Shift to SCP practices / Green Economy.

    Policy instruments developed

    Support to preparation of specific
  • 1) Policy instruments;
  • 2) legislation;
  • 3) Regulations,
  • as decided at regional and national level.

    Reports from SMEs on response to SCP and GE
